Trump is demanding all trade be fair. Canada, and most countries have monetary and non-monetary tariffs (trade barriers) that work against fair trade. So Trump is placing reciprocal, equal tariffs on those countries so fair trade is established.
Canada the U.S. and Mexico already have a fair trade agreement. It is known as the USMCA and seems to be working quite well. There may be a few minor irritants that can be discussed at the review of the agreement to be held next year.
