Trump signs executive order stating only the president or attorney general can state opinions on law meaning

This is confusing, probably by design.

Is Trump speaking on behalf of the entire nation, or even the entire federal government? That's laughably unconstitutional.

But let's say Trump is speaking only on behalf of everyone in the executive branch of federal government. What does that mean anyway?

Does it mean that no one in the executive branch of government can make any public comment whatsoever on the law?

Does that mean JD needs to STFU and not talk about the law?

Does that mean Elon Musk needs to STFU and not talk about what's legal or not?

How about Pete "Two Drink Minimum" Hegseth? Tulsi "RuZZian Babushka" Gabbard? The tanned anti-vaxxer?

Are they even allowed to have their own opinions, as long as they keep it to themselves?
