Dyke fight takes place in the ashes after a rain. I actually think Crowley was in the right spot for the most part. She really laid it out there. "It's DPW's job to make sure there is water in the hydrants. LAFD pulls up and we expect the hydrants to work."

I saw where the tarp that had a tear in it was a simple floating cover in the Santa Ynez reservoir(like on a pool). I would think that could have been temp patched while they were waiting for a new one rather than draining the reservoir for a year.
