The penalty for not giving a person a proper burial is extremely severe. That is why Netanyahu is holding off for now.

In the Greek Tragedy, Antigone, Creon refused to give Antigone's brother, who was a traitor, a burial. He let the body rot in front of the State. When Antigone, a loyal citizen, defied the King's orders and went to bury her brother, she was arrested and placed in prison.

As a result of his refusal to provide a burial for Antigone's brother, Creon lost his whole family to a mysterious illness.

The moral of the story is to always make a proper burial a top priority or else you will be punished severely.
