Sachs is an economist, without any real depth to his political musings. Eastern Europe was brutally dominated by Russia for more than 40 years post WWII, and their freely elected governments joined NATO to ensure that they can keep their independence from Russian thuggery. As I’m sure you know, NATO is a defensive coalition with no mandate to attack Russia, so Putin should have no fear regarding western intentions. He is using made up fears to destabilize Eastern Europe in an attempt to reestablish Russian hegemony.

You and I are talking past each other, so let’s leave it at that and not waste any more time.
