The 'Professional' Journals and the after publication access services are making the problem worse. It is difficult to obtain copies of professionally published papers if one is not part of a high dues paying institution. ie the scam is that all universities, major research corporations, government bodies, have to pay very high fees to get open access for their staff and students. If you are an independent researched the prices are prohibitive for even a small paper. I have faced fee schedules that start at $75 dollars for a six page 0nline pdf reprint of a document that was written by a Government Employee on government time, about work he is being paid to do.

Make this even worse by the fact that researchers are forced to pay for these bogus pos documents, and their companies and schools pick up the tab. Meanwhile these research managment firms (byzantine librarians) rack in large amounts of money doing what most any moron can do with a computer filing system.
