So, then, what is it that Trump is suggesting?

Protecting the United States, first and foremost, but an alliance that would secure the entire region, would be my guess.

He recognizes we are exposed and he is proposing corrective measures.

I'm not sure why there is so much trouble grasping the concepts here. While I understand the view that "presidents should always speak literally" as if in a court of law, to do so is inconsistent with the concept of negotiating the best arrangements.

Because negativity about Trump is massively exaggerated 100% of the time by the media, it is best to allow things to shake out then interpret what you see.
