(R)s have been flogging 'waste, fraud and abuse' as long as I've been voting, and I'm over 70, casting my first vote at 18. I'm sure there still is some, but it's my belief that a lot of the fat has been trimmed. The way to do it isn't Elmo's chainsaw method, then attempting to glue back in the needed branches. It's careful examination, evaluation and bipartisan consensus on a way forward.
