Governments have systems to prevent waste.

The whole waste thing is a just another myth put forth by the right wing to cut social programs so the rich don't have to pay taxes for them.

I spent 20 years in government, and can't remember any waste!

What I do remember is under staffed jobs because the legislature wouldn't fund the needed position.
