In statistics, the term correlation typically suggests a measurable relationship, perhaps by using Pearson's r. But the fact that you can't quantify something does not mean correlation can't exist as there are lots of reasons one might not be able to quantify correlation. If you can't quantify it, it will be more difficult to establish causation, but it doesn't mean it cannot exist.

Classic case occurs in the field of statistical quality control where the possibility of taking measurements is lost by destruction of the object being manufactured to determine whether it qualifies as an outlier.
