Horgad is right, it looks to be the Hydraulic Ram pump.

Water pump without electricity that can pump water up to the hills

It utilizes the kinetic energy from a larger amount of water to push a smaller amount of water uphill. Seemingly some fairly high pressures can be achieved.

Must have hid it somewhere. It's in common use in areas without electricity.

Notice swirling of water anytime it's being sucked into a pipe.
