Russia, even the US would not allow it.

BTW, maybe 1/3 of the countries in Europe could make a nuclear weapon, but nuclear non-proliferation is a powerful doctrine, If the US attacks Iran in the near future, nuclear non-proliferation will be the reason (pretext)
