These are just sanctions, imposed to intimidate countries and companies into submission like they're universities or law firms. They're what a mob boss would do.
Not to split hairs or anything, but this IS a "trade policy."

Unfortunately, Trump thinks that, in every trade deal, there is a winner and there is a loser.

He literally cannot think in terms of win-win, because his entire life has been characterized by winners and losers.
