The people who were supposed to work on the reciprocal trade numbers told the administration that it would take 6-9 months minimum to go through the 99-chapter, several thousand page Harmonized Tariffs for every single item bought from every single of the 200-countries.

The "formula" used was a shortcut someone obviously came up with to meet the deadline asked for. It looked like a ChatGPT prompt done by an intern. It probably looked complex and thorough enough on the daily happy meal place mat they use to brief the big chair guy that nobody thought it would be deciphered. Wrong!
