No reports of using power, fear, or intimidation to control or coerce someone into compliance.

So, if it hasn't been reported yet, it hasn't happened? Since when do victims of bullying report it? Mostly they just give up their lunch money, go hungry, and hunker down hoping that the bully doesn't notice them for another round. That's why bullying is so effective.
