You overlooked the biggest reason imo. The American capitalist system requires continuous operation performance improvement. Today's management take the easy route of offshoring manufacturing instead of the difficult path of operational optimization. As long as there are boards overseeing public companies and executives incentivized for cost cutting nothing will change. I have long been an advocate for zero corporate taxes as an incentive to keep manufacturing here but that's not politically feasible and would only slow the out migration. Unfortunately public corporations have no conscience so our collective balls are hanging out at China's mercy.
