I think you might very well be correct, timing issue, and also a function of what sort of competition the ROW tees-up against China-China-China, when the time comes

the harder the competition the longer the reign, me thinking, and

also depending on how far out China-China-China manages to commercialise solar system exploration and settlement, the further out the longer the reign

Likely, by the looks of it all considered, no end-Ming Dynasty / end-Qing Dynasty mistakes allowed ever again.
