With Fidelity as a frequent Premium client I do not pay a commission when shorting the stock (I Think other clinets might pay on the sale but not on the buy to cover or probably pay both ways I only pay when buying to cover). When shorting a stock I do not see the cash proceeds their rationale being I guess that I borrowed the shares and paid no comission so they keep the proceeds. Then on a weekly basis they adjust my short account if my overall short position goes down in value (i.e., stock prices go down) they this amount in cash, if my shorts go down, I have to give them cash from my cash account or margin if I have not got any.
