Half of Americans, if not more, are illiterate, cannot read or do simple arithmetic. I know. I was a high school Math teacher for the NYC Board of Ed of 7.5 years. I saw these illiterate kids get high school diplomas. Citibank said years ago that 60% of high school graduates cannot pass a simple arithmetic test to become a bank teller.
