That is a very fine bottom line. My limited knowledge on the subject of producing liquid fuel from gas is that a process to make conversion has been long known but requires both temperature control and the presence of pure oxygen. But recently, the company which supposedly has refined the process so that "pure" oxygen is no longer required has funded research by Catalytica to find a catalyst which will improve their process. And this relationship was established even though their process was said to be sufficiently good to allow deals to be made with some of the big oil companies, which could produce in the volume sufficient to make it cost efficient.
Obviously, the article you have read cuts across and seems to reflect on that situation. Will try to get to the library!
