I know someone who works for a State agency that in a Healthcare ombudsman for California. The other day this person was telling me that they go to bat for people that get denied coverage by HMOs in California. The agency wins 2/3 of the cases because it's fairly easy for an attorney familiar with the regs to prove the care is covered. But here's the rub...it takes a long time because of the back log(and they are many, many attorneys short staffed because Sacramento doesn't deem their work that necessary)....and they only get to handle less than 1% of denied claims in California because no one knows their office even exists.
