I never heard about plans to tax unrealized capital gains. I see it only applied to taxpayers with net worths over 100 milllion.
It was one of the more controversial aspects of Harris' platform. It was a complete wealth redistribution scheme cooked up by Sen. Warren.

Boy, those were the good old days, when we actually had wealth to redistribute.

Now we have to deal with Donald "No dolls for you" Trump while he takes a dump in his gold-plated toilets ...
