Correct. Congress can limit District Court jurisdiction

Limit their ability to issue nationwide injunctions. Limit relief to the parties before the court. Strict requirement that anyone seeking an injunction post a bond in an amount reasonably calculated to compensate the government if ultimately determined that the injunction was improperly granted.

There are procedures for class actions that involve multi-district litigation. There are strict procedural requirements for such litigation. The courts issuing these nationwide injunctions have been treating them as class actions, but they have not followed the procedural requirements for certifying a class.
