I believe the author you linked and are paraphrasing in your post siliconinvestor.com. is an individual who understands money flow in a Keynes’ misconception...or in todays Marxist economists who propose MMT (Modern Monetary Theory)...

In believing markets are purely driven by domestic demand and by rising interest rates to make borrowing more costly and lowering interest rates to encourage borrowing... these are elements of the fiat currency as controlled by the FED and other central banks and these ideas have been outdated, seriously shortsighted and introverted... as they do not take into consideration the reality of capital flows and do not understand these international capital flows....

To me... this explanation by Armstrong makes much more sense.
