Freezer fulls of food will stay good for a long long time, as long as you don't open the door every 30 minutes to check on it.

I do believe California (Edison EIX I own shares after their crash) takes it's high voltage transmission lines off potential (off pot) when the wind speeds reach a certain threshold, 60 or 80 mph, to prevent forest fires, and not for heat waves. I could be wrong.

Btw looks like Fortis plans to cut power in adverse conditions recently squashed due to towns vocals against it.
