And would potentially allow those in power to remotely disable the vehicle for other reasons.

Most new vehicles sold today can already be remotely shut down. If it's online, it's vulnerable.

As for start/stop, If there's no button or switch to shut it off, you can defeat it by putting the tranny in neutral as you stop. A pain in the ass, either way..
