I'm pretty sure this part of your intro is wrong:

"including through tariffs"

The law gives the president to adjust imports, but it doesn't give him the right to levy taxes.
Consistently, every president that has used this law has not levied tariffs and has, typically within 2 weeks, justified his emergency measure to the Congress.
