There are two primary components to growth in GDP, population increases and productivity increases.

Without population increases, you still can grow with productivity increases. It's just harder, and the growth rate is lower.

The US certainly has a greater capacity to grow its population than a place like Hong Kong or Singapore, places with extremely high population density.
