Reforestation has occurred in some areas due to different reasons. In West Hawaii it was development which took place where cattle grazing used to dominate. Of course trees can grow rapidly here if adequately watered. The forest holds the moisture in after it rains then day time temp cause it to "sweat" the moisture out which can bring short term heavy rainfall and flooding.
