Jay Kaeppel is interested in XLV. It’s deeply oversold, while insiders are aggressively buying. It may be starting to show strength?

As far as I’m concerned, I’d want to see the XLV:SPY ratio to start making higher highs & higher lows. Why should I want to own it unless it outperforms the broad market? See chart below.
