According to Reconciliation Budget rules, Soc. Sec. is explicitly
unable to be changed by Congress in this process.
Soc. Sec. changes must be done in a separate bill.
A further $4000 exemption on Soc. Sec. benes is what
they could pass under current circumstances. $4K helps.

Now the GOP must pass the follow up bill to exempt
Soc. Sec. from taxes completely.
Budget hawks will whine about less revenue for the
Deep State to waste, and a bigger deficit.
