The Chinese governance is highly misunderstood outside of China. This is not Mao's time where Beijing orders everyone around and centrally manages the economy.

You know all those wasteful horror stories you hear every so often about China? They happen not due to central economic management but because it is not so centrally managed. Various provinces are always in competition with each other and allocate funds to make things happen towards the goals set by the central government. And the central government is in turn accountable to the regional governments. It's bidirectional. And those empty cities or factories are the losers of these competitions. Think of them as the analogues to the many failed startups in the US, except that they are more visible because they are concentrated.
