Good morning M,
The main restriction placed on our Wisconsin "Hobbyist" and "Collector" license plates is the cars can't be operated in the month of January.

Well, there aren't many days in Wisconsin in January anybody is going to get their Bucket T Roadster out for a Sunday drive! So the law is pretty benign.
