Machines are everywhere, the market makers are machines. Most large speculators (hedge funds) are machines, too.They are programmed by humans of course, and for some large speculators portfolios can be taken off autopilot at crucial times. Fed funds futures predict current probabilities of interest rates well into the future, and that trajectory of future interest rates changes over time based on current economic data and computational models of the economy based on that data. The Fed does not make its decisions in a vacuum, the Fed chair hardly matters.
The Fed losing its independence will lead to much higher inflation.
