This is 1999 and early 2000 all over again. Hardly anyone gives a shit about small cap value - IJS trading at 11 times current earnings, much cheaper forward earnings. Hardly any interest. But if you look closely at the chart since the April lows, there is a string of higher highs and higher lows since the April lows schrts.co
