It's possible that once Uranium is enriched to a certain point it's relatively quick and easy to go the last yard. If so, "two weeks away" for many years makes some sense.

My understanding is that 60% is a verified number, given the generally sneaky nature of the beast I'd be surprised if they didn't have some quantity of weapons grade stashed somewhere.

Also have to consider their rocket technology is quite sophisticated, might take very little to whip something nasty up.

Or it might be an illusion, a fabrication, a bluff, by one side or the other.
