Speaking at macro level and over ~30 year period, the quality of life is always better than it was in the past. This doesn't mean that if you are in a war zone you have a better life than you had 25 years ago. It means that even in extreme and rare cases such as a world war, 20 years after a world war the quality of life is better than it was 20 years before it.

It gets even more extreme as you increase the time span. Today, everyone in Japan has a much better quality of life than any Japanese emperor had 300 years ago.

But happiness has little to do with the objective quality of life. It has more to do with your attitude and outlook. And I bet that most Japanese don't feel happier than the emperor did in the bygone years.
