Probably because no one believes that guy, but why would he say something like this in the first place?
First of all, it's because he was trying to make a point about NATO countries increasing their defense spending. He's claiming that NATO is the "aggressor" because they will raise defense spending at the same time as RuZZia will decrease theirs.
Second, it's because PooTin sees the writing on the wall. He knows he can't keep his "war economy" going forever, so he's going to try and scale back and start the transition back to a more "normal" economy, albeit one that is still suffering from economic sanctions.
Third, and this is something that the Z-nationalists and the PooTin cucks have been saying for a long time. PooTin doesn't seem interested in actually winning in Ukraine. Instead, PooTin seems content on keeping the war going as long as possible. To him, he thinks the longer the war goes on, the more politically unstable Ukraine becomes, and the more politically unstable the NATO alliance becomes.
Hence PooTin doesn't want to risk declaring full war against Ukraine, which would allow him to call up a general mobilization. That would destabilize his hold on power. Instead, he thinks the safest route for him to maintain power while at the same time try and attrit Ukraine into an untenable position.
Of course, while PooTin isn't totally batshit crazy like Trump, he's kind of is, because he STILL thinks Ukraine is a fantasy, and that the people of Ukraine do not value their independence from RuZZia all that much.
Meanwhile, PooTin continues to act like victory in Ukraine is inevitable. He's like Thanos, who in the comic books and the movies is portrayed as highly intelligent, cold and calculating, yet still very arrogant:

However, PooTin is starting to get frustrated with the lack of results in Ukraine. Some observers have noticed this, even though the mainstream media has yet to pick up on this.
PooTin is like the guy playing slots over and over again. He keeps putting coins into the machine and pulling the lever, only to lose over and over again. But instead of cutting his losses, PooTin just keeps playing and playing, thinking that after a long string of losses, odds are that he'll eventually hit the jackpot.
So now he's trying to "will" an end to the war by proclaiming that next year, RuZZia can start winding down its defense spending. He really thinks that by then, Ukraine will be in a state where he can finally march into Kyiv in three days.
And it's going to happen. It's inevitable. It's destiny.
All he has to do is just win this one last jackpot.
