My guess is the shelf filing coupled with cash needs and 4q as the show me free cash flow positive quarter --there a lot of year left to see it. Some may have hoped the debt facilities would be enough.... and they may never tap the registration...but it's there if they need it and my guess since their initial offering was at the very low end, they need cash for expansion and will do a secondary in some form.
