If you believe that humans are altering the weather on a systemic macro basis (i.e. global temperatures), why would you not believe that it is possible to alter the weather on a localized micro basis?
There may be programs with public funding going on for the purpose of altering the weather on a macro basis as well. "Good guys" saving the planet and raking in money on experimental science. John Kerry's kind of guys. I'm sure they are Top Men.
Shanahan brings some interesting historical and medical perspective to "climate science".
