I have a dear friend who worked in the Peace Corps in Paraguay. She has many stories, very similar to yours. She learned to rely on natives so that she would not constantly be held up for more money on everything. When she flies in, her friends meet her, and walk her bags through, because if she did it, it would take hours and cost big bucks. Apparently they know the Paragauyans can't afford much in the way of bribes so it is just a waste of time to hold them up.
