What they do now in the mountains is blow 20-40% of the mountaintop off. Then they use bulldozers to clear the rubble, and a small shovel or bulldozers scrape up the coal. The method was perfected in the early 1980s. Been happening ever since. In the big strip mines in Wyoming they still use giant pit shovels.
