sbfm -- The way I interpreted SEP was simply that the SEP holder cannot put varying prices on SEP. It must be available at a uniform price. Qualcomm has been criticized for charging licensing fees for some OEM's at higher prices than others. Qualcomm argues that it is merely giving quantity discounts. I'm not sure about where your interpretation differs, or what the difference is.

Regarding China, it is my understanding that Qualcomm initially allowed China a lower royalty rate for devices made and sold to users in China, and a higher rate for devices exported from China. This dual royalty rate applied to the entire bundle of QCOM patents, SEP and non-SEP. Am I wrong?

A Qualcomm reference design, which could include Qualcomm chips or chips designed by others such as MediaTek and Samsung would generate patent royalties paid by the manufacturer of the device, subject only to the $400 cap on the wholesale price of the device. Companies like Apple don't like this feature because it means you pay the same royalty rate regardless of the number of patents and claims practiced for each unit shipped. Apple would like a rate based solely on the number of patents actually practiced, not the whole bundle, inasmuch as Apple is hoping its own designs will eventually work around the entire bundle developed by Qualcomm. If there are other relevant issues determining royalty rates, let me know.
