That's Qualcomm's strategy but I don't think it's working well for the lower tiers.

In the lower tiers die size is king. You can't just take your old designs and repackage it. Die size would be too large.

The problem with the strategy moving from high tiers to low tiers is that when you create a chip architecture that has all the latest features it's usually size inefficient and that inefficiency carries forward when you adapt your architecture for the lower tiers.

If you start at the lower tiers, you start with a size efficient architecture and you carry that efficient architecture forward as you move up in tiers. Downside of this is you're usually a bit slower adding the latest features.

So Qualcomm always needs to run faster to maintain its position in the high tiers, while Mediatek always nibbles at Qualcomm's heels.

The problem for Qualcomm is that they don't want to invest in the lower tiers because there is not much money in it and instead they want to use their investments in the new shiny things.

At least in the area I was working in we always struggled to match Mediatek's die sizes because just stripping off some of the high tier features was not enough to reach die size targets but not enough investments i.e. people were put on the project to reduce the die size.

So this strategy works for a while but it can be dangerous because you cede part of the market to your competitor
