QCOMs 3 and 5 year growth CAGRs aren't as robust as the Mag7, but they're better than average if compared to the SP500 and AAPL which has a PE over twice that of QCOM and ~ 1.5X the SP500.

This to me suggests the SP "stagnation" is more than just a revenue / EPS growth issue. And, to managements credit, they're attempting to address the "AAPL headwind" issue with their multifront diversification initiatives.... which now include attacking the data center arena which is incremental to their $22B auto and IoT F29 targets.
