There is a reason rescues in BC do not follow this policy. It causes people to die in foolish attempts to save money.

As I live in a city bounded by large mountains and the ocean, I have heard this discussed by intelligent people many times over the years and so am confident that not making people pay is the correct policy.

There is one other approach Have heard discussed that I would like to see tried out, to require people to buy rescue insurance before heading out into the woods or onto the ocean. But again, there is a problem. If people happen to have neither the insurance nor the means to pay for a rescue, should they just be left to die because they can afford to be rescued?

It's another of those issues that sounds simple in theory but is much more complicated in practise.
