White House ponders patent law change


The Trump administration is considering charging patent holders a percentage fee of the value of their patents, a sweeping change that could cost some businesses billions.
At present, the US government charges a flat fee of up to $10,000 for a patent. The new fee would operate more like a property tax of up to 5% of their overall value. The value of all US patents is estimated at several trillion dollars, and companies such as Apple register thousands of patents a year. The change would make the US a global anomaly, and one expert told The Wall Street Journal that “charging a percentage of what the US government thinks the valuation of your IP is” would stifle innovation.
