Shareholder pushback, as you mentioned, should be the main criterion for objecting to publicity stunts like a 15% tax on AI chip exports to China. But it should also apply to anyone suggesting what a company should or should not do, like fire its CEO. In other words, if you're a shareholder, you have a right to vote to fire the CEO – not if you're an outsider.

In the same way, taxpayers have the right (and obligation) to decide whether a tariff based increase in consumer prices led to a higher 3% inflation rate in today's latest data, even though many of the previously announced new tariffs were delayed. Notwithstanding the Supreme Court's view that a president's official duties, legal or not, are immune from prosecution, Congress and voters have the ultimate say.

The article you cited is indeed "designed to enrage" readers, as it provides no identifiable source. Furthermore, the company that would be hurt most isn't Apple but is Qualcomm, which is granted far more relevant patents than Apple, or for that matter, most other tech/semiconductor firms.

A tax on patents would amount to a tax on innovation and would deliver an undeserved prize to foreign competitors.
