I think you just answered your own question.

They don't want to clean up the immigration problem. Instead, they want to exploit it.

That's why, instead of focusing on the 11M illegal immigrants who are already in the country, they want to create MORE "illegal immigrants" by revoking the TPS of half a million LEGAL immigrants:
