I've been to DC a number of times, but well more than a decade ago; sometimes drove in (found street parking!); other times went in a group.
Visit the capital, some non-political event, or just to see the cherry blossoms.

I would have to say they were pretty much uneventful as far as anything negative happening, except once for a policeman near the White House who harassed me for no reason (!) and some citizens spouting their usually wacky (and sometimes not so wacky) political views.

Did notice some things like residential neighborhoods not very good.

Homelessness? A little but I don't remember seeing crime.
I did see some things that had my mental alarm bells going off that most other people would not notice -
and certain things that did happen in the news that was probably linked - but nothing happened with me around (Har! - No-one dares do bad stuff around the Pup! :-) ).

But then I grew up in bad neighborhoods and I usually instinctually avoid trouble.

Or I'm just lucky, so far.

But I'm sure that DC is pretty bad now - I've visited neighboring Baltimore many times and saw where that place was headed so I'm sure DC is now the same or worse.
